When is a balustrade required on my property?
A balustrade is mandatory wherever there is a potential fall of 1 metre or more, such as on decks, balconies, staircases, or mezzanines. This is outlined under Clause F4 of the NZ Building Code, which aims to prevent injury from falling.
What are the key compliance rules for residential balustrades in NZ?
To meet NZ Building Code standards, balustrades must:
- Be at least 1000 mm high on decks and balconies, and 900 mm on stairs.
- Prevent a 100 mm sphere from passing through any opening.
- Be designed to resist horizontal loads of at least 0.36–0.6 kN/m.
- Use materials with a minimum durability of 15 years, or 50 years for structural components.
What infill options are compliant?
SRS offers several stylish and compliant balustrade options:
- Vertical Wire Infill: A sleek, modern option that prevents climbing and meets safety standards.
- V-Wire Systems: Zigzag or angled wire patterns that are both decorative and non-climbable.
- X-tend Mesh: Available in a vertical orientation, with mesh aperture sizes selected to meet code compliance.
- Metal Balusters: Traditional vertical posts or fins spaced to meet code.
- These options are engineered to meet Clause B1, B2 and F4 and AS/NZS 1170 load requirements.
Can I use horizontal wire infill?
No. In New Zealand, horizontal wire infill is generally not compliant under Clause F4, as it can be climbed by children under 6 years old. Vertical or angled wire patterns are preferred and accepted as safe alternatives. You WILL however see horizontal wire infills in a public space due to the fact that the code accounts for a 6-year old child would be supervised in a public space, whereas in a residential application there is opportunity for children to not be 100% supervised.
Do I need council consent for installing a balustrade?
Yes, if the balustrade is part of a structure with a fall height over 1 metre. You may need to provide a Producer Statement (PS1) to show the design meets NZ Building Code requirements. Always check with your local council for specific consent rules.
Why Might You Need a PS3 for a Balustrade?
A PS3 is a formal document issued by an installer [eg SRS] who physically carried out the balustrade installation. It confirms that the work has been completed in accordance with the approved design (PS1) and complies with the New Zealand Building Code.
Key Reasons a PS3 Is Required:
- Verification of Compliance
Councils use the PS3 to verify that the balustrade meets structural, safety, and durability requirements under NZBC clauses such as:
B1 – Structure
B2 – Durability
F4 – Safety from Falling
E2 – External Moisture (if applicable)
- Code Compliance Certificate (CCC)
A PS3 is often requested before issuing a CCC, which certifies that the building work complies with the consent and the Building Code.
- Specialist or Proprietary Systems
If the balustrade uses proprietary components (e.g., Xtend Mesh, V-Wire, or prefabricated systems), councils may not be able to inspect every detail. A PS3 provides assurance that the system was installed correctly.
- Professional Accountability
The PS3 is signed by the installer, confirming they take responsibility for the quality and compliance of their work. This adds a layer of professional assurance to the project.

Some councils, like Auckland Council, have specific PS3 forms for balustrades that must be completed and submitted as part of the consent documentation.
